Couple of site penalties are de-ranking, dropped lower or lost of ranking, lost of PR, being not indexed, etc. There are probably hundreds more and you can see their stories on seo and webmaster forums like DP.

There are many ways like making use of the spam links, duplicate content, bad content, wrong submission and many more which helps to cause the website to penalized. So try to follow all the guidelines while doing any submission.

When you say cloaking, if you use a cloaking plugin like pretty links, is that considered cloaking in google's eyes?

Google penalizes websites for just about being anything. If you think about what a penality is it would basically bowl down to not being featured in search results. Which is basically sandboxing right? What that means is there are tons of penalties. Here are some to name a few.

    New Website
    Keyword Stuffing
    Cloaked Links/ Text
    Selling Links
    Doorway pages
    Backlink Manipulation

Those are few penalties you can get.

Both are same Penalty but difference in google Penalty & banned by google. Google Penalize your website just for some reasons Like duplicacy of content or hidden links that means just drop in Google PR but remain in google index. On the other hand Banned means that there is no more indexing in google.

Google penalty works not just only on bad seo also if your website is reported as a spam site and or effected site on web. they will block your website and remove it from their data base .thats one side of google penalty .
Also as mentioned above playing black in optimisation can end up with google penalty . No matter witch ever you get you end up same from a search engine .

It is very hard to predict what google with penalize you for. Frequently penalty appears out of nowhere. Try to be diversified (don't keep all eggs in the same basket) and make sure not to overdo on black hat stuff (better avoid it all together to sleep good). Typical penalties are +50, +100 or +500 to your ranking position. If you really pissed off google you may get delisted from search results completely - but for this you really need to spam hard.
Lots of penalties are temporary so google will give you a second chance - analyze what's wrong try to fix it - and see if you'll get it right.

Google has an algorithm that has TrustRank in it. If you have more TrustRank, then you are going to rank higher in the search engines. However, the only way to build TrustRrank is by getting natural backlinks and creating valuable content. Some people try to manipulate the rankings by getting thousands of backlinks from useless blogs, and this usually ends up with a loss in search engine rankings. Just focus on creating good content and getting traffic to your website through forums, blog commenting, and article marketing. The backlinks will eventually come naturally if you are able to provide value.

Sine people actually mention or even tested that some of the penalty for onsite SEO can be fix quickly and Google may pop the site right back to original position.

If your site is substantially a mirror of another site, or if pages within your site are substantially similar to other pages within your site, your ranking can suffer. That would be a duplicate content penalty.
