That means only 25 pages of your website has been indexed by google or google crawler. That pages have been cached inside google database.

Google has crawled your 25 pages in its database. You submit more of your pages by creating XML sitemap using the Google Webmasters Tool

Crawlers indexed you site automatically and the number of indexed pages depends on some factors.
You can make only improving of your site for crawlers.

    1. Site structure
Try creating a sitemap page that links to all pages of your website and place a link of the sitemap in your homepage. For small site you can use WebCEO application free edition for generating sitemap.xml file

    2. No variables in the URLs
Avoid using variables in your site URL. They are indexed slowly and often gets no no PageRank.

    3. Build Links
Your website needs links from quality, on topic websites.

    4. Produce Content with a Consistency
Make a plan of how many times on a week/day you will update your site.
