It is a called name when Google do major update their algorithm. Most website ranking would be shakes up-down due to the update. That is a dance and became a name to call Google later.
yes google dance according to some articles online says it occurs in end of the month and has lots of updations in that particular time.

The name "Google Dance" is often used to describe the index update of the Google search engine. Once a month, and totally unannounced, Google has a major shift in it's rankings. But only about once per month does Google Dance, updating the back links and the PageRank. The dance usually lasts about 3-5 days. During these days the Google Results will vary widely. Google do change its algorithm.Website or database would update their rank by up & down. May be its called google dance.
Just to add this, no one really knows when google is going to "dance", but it affects the SERP´s, yes. After the google dance your PR is updated, (I created a blog it had PR0 for one month, after google dance which was randomly one month after I started my blog it "updated" my PR to PR2!).
