Wow does this really work? I don't understand how you could make a page rank high for a certain keyword without having access to the onsite html.

Completely wrong. Try looking up google bombing and the whitehouse website as a good example.

 

Google Bombing is like those "jokes" about mass destruction keywords that drives to a George Bush web page.
It means, giving a lot of links with an specific anchor text, to make Google show some result for a keyword, but usually not as SEO practice, but a joke or political stuff.

 

It hasn't been as prominent lately, so I assume that's why most people haven't heard about it (don't remember it).

Hello,

Google bombing involves getting enough links to a site using a particular anchor text so that the page will rank highly with that anchor text as the search term. Google has recently adjusted their algorithm to combat Google bombing.

Right, it doesn't work anymore since quite a while, they placed a filter to avoid these kind of SERP manipulation.
