Mugshot algorithm was rolled out by Google to push down websites which were displaying Mugshot pics. Mugshots were uploaded by Police on their website to humiliate the convicts but the pics used to be taken down once they were not found guilty. Many websites used to download such mugshots and then rank them on Google with keywords being related to the convict. These websites then used to charge to take down the mugshot image from their website, this is an illegal practice and Google couldn't stop such websites from showing up high in search results.
