I think it is for only google algorithm I mean it is widely used on the google algorithm and google is respect the result of the google analytics because there is no reason for establishing such a expensive system

A goal is just represent data that is your work going on right way or not.example : If you need more than 200 visit/day for your website and you work on it.set goal in analytical.When website will be visited by => 200 times a day your goal complete.so you improve your goal now on =>300 and work on it.
it is mainly the reflection of your traffic on website and by using Google Analytics you can indentify your traffic and searches.You can also tract your website report also.
