I believe that It is the countries that you are targeting your site for.

Surely it take some effects but you can make trials on these, just make sure you have presentable content for countries and languages you are targeting.

Geographic target in Google webmasters tools allows to target a particular country which you mention there.

If you have a top level domain such as .com, .org, or .net then you can specify a geographic location to Google that you want associated with the domain. For example, if your site is example.com but your business is based in the UK then you can tell Google to associate example.com with the UK. This will certainly effect how your site is shown in the serps.

Just don't expect it to actually TARGET anything. Google never trusts self-created signals, for as long as they can actually tell it's self-created (like a link from another site you control). Since you've picked that setting yourself, it will be among the least trusted signals they will ever consider. If they do in fact consider it, that is.

I've never seen any concrete evidence that the setting is actually used or has any influence on the SERPs whatsoever. If you do indeed want to target UK, you better host in UK, have UK addresses mentioned on the site, use British spelling (colour vs. color and so on) throughout the site and jump through other hoops before they might consider trusting the signals they're getting.

I think it's useless, don't even bother with that feature.

I'm also slightly skeptical as there is very little evidence it actually works. For me, the best tool I have used to get Google to recognise the geographic location of a client's site is Google places.

Geographic targeting in geomarketing and internet marketing is the method of determining the geolocation of a website visitor and delivering different content to that visitor based on his or her location, such as country, region/state, city, metro code/zip code, organization, IP address, ISP or other criteria.
