Fake PR is basically tricking google to assign an incorrect PR to your URL. This used to be done by ncreating an iframe on your page and having a high PR site in the iframe e.g google. Then google would apply their own PR to your site. That means you can then remove the iframe, and sell links on the page for loads of £$€. Google removed this flaw now though. If you are caught pr spoofing, you can get banned from google.
Just type: info:www.domain.com into the search bar in Google and if the results show a different domain name then it is probably a fake.

You used to be able to fake pr by redirecting your site to a site with a higher pr then remove the redirect once the pr is assigned. This could be easily checked by viewing the cache of the site. Google removed this exploit a while ago. People can still fake pr by applying a 301 redirect from a high pr domain to a lesser one (the opposite of the above example), then remove the 301 once the pr has been transferred. The PR will stay the same until the original domain gets re indexed (Long enough to sell a few links or even the domain). This method does not always work, that is why google suggests you contact all the sites you have IBLs from and tell them about a domain change rather than just using a 301. Another risky pr scenario is when people buy dropped domains with PR. Google will sometimes reset the PR on dropped domains a couple of months later. Also, people will remove the IBLs as they see the site no longer exists. If you are planning on purchasing a domain with PR or just backlinks. Always check the domain history, the cache, and the quality of the IBLs. Cheers!

Fake PR mean you redirect your domain to a high PR domain. After PR update, your PR domain has same PR with the site you are redirect to.
This can be a major problem when purchasing aged domains. This market is huge and turns over millions every year. Just search Google for aged domains. The last time I got stung (not long ago) was with an 11yr old domain with a PR4 ranking. Got it for a bargain US$60 did the wayback search and the obligatory whois search and all was good. Got it home, pulled it out of the box and it still checked out (seoQuake) as PR4. Two days later and half way through setting up my new domain.. BANG!! My PR4 dropped to a PR1 A lot of marketers were reporting similar findings around that time, but you still never know. Talk about pissed. Luckily I got it cheap..BUYER BEWARE..
Detecting a fake PR is fairly simple. If you think that a site is showing a fake PR, then simply take a look at its cache version on Google. Make sure you check both instances, with and without the www prefix. One may be redirected, while the other not! So, don't try this at home hehehehe...
Alexa rank is based off traffic from users with the alexa tool bar, that's not a reliable way to benchmark a site. How many regular users would actually have the toolbar installed? In the end the only thing that matters are SERPs.
Fake PR & Fogged PR is same? For fogged PR is not doing by anybody always. If your domain drop or like this problem. Your PR may be fogged. But, I have some example where some fogged PR will be valid with some effort. Actually, if you have not enough backlink your PR shown fogged.
