Dropped domains are just that! Domains which have been dropped by it's previous owner who did not renew his domain. They are safe, a lot of people are looking for aged names but if you can get a good dropped one it is just as good in my opinion. It's what you do with it which counts!

Whether a domain is dropped or not has nothing to do with the PR. Dropped domains are as safe as any other domains and a lot of people buy domains thinking they are new when in reality they are dropped.

$250 sounds low for a PR5. You'll want to check the backlinks to make sure that PR is valid.

watch out for fake PR domains (fake PR achieved by temporary redirection to someone esle's high-PR site)

Just be sure that you check what the site was used for before it was dropped. Was it a pr0n site? Was it a site with a lot of spammy backlinks? Was it banned in AdSense? Was it blacklisted by ISPs for sending excessive spam email?

    Look before you buy.

Does anyone know if I purchase a dropped domain with PR, will the PR go down immediately once I register it and put content on it? Or will the domain retain its PR?

Yeah, go with take the dropped ;)

You can sell it in Flippa, just add $17 to your cost, and then all yours.
Selling a website there is very easy.
If you don't like Flippa, go with Moniker, they're the best and legitimate too.
