Hey I saw a DMOZ Directory by Google, but now I am seeing a lot of directories which revolve around it. Can anyone tell me what's going on?

DMOZ is not run by google but google do take some results from it.

Anyone can freely take a file containing all the data in the DMOZ directory and use it on their site. There are several php scripts to do it for you.

DMOZ is a resource - no matter what certain people here might say, many people work hard to selectively pick sites of interest to someone interested in a particular subject. Other sites take this resource and present it on their site (they 'mirror' it, to use the common term), hence increasing the usefulness of their website by having more things on offer to its users. That, I guess, is the benefit to mirrors.

Not sure I am following the question but I will try to explain:
dmoz (volunteer run by human editors) seeks out and categorizes websites by topic so that users of its data (directly by navigating dmoz.org or indirectly by using 3rd party search engines using the data produced) can find good sites a little easier.
The principal behind it is that by having actual human editors (vs automated link checkers) individual review, index (title/describe) and organize the sites, the end result hopefully makes it a little more beneficial to seekers of the data. Also the work that the volunteers do in building the directory is free to anyone who chooses to use it so long as they follow the directory's License Agreement.

Hope that helps to clarify a bit.

Yes. However, it seems increasingly likely to me that those clone links are not adding much if anything anymore to PR... I suspect that devaluation has been happening for a while and was enhanced in Jagger.

As should be the case. There is no benefit from having the same information again and again really.
