What is different betwen public service ads by google and ads by google?

    today i check my web site i see i see that public service ads by google but i check others peoples web site there i see ads by google so what is different betwen this

    Public Service Ads are usually displayed because adsense has not been able to determine suitable ads for your page. They are not good for you because they don't bring any money to you even if you have high click through rate.
    The ads by google are the "good" and regular ones determined based on your site content. :)

    I am not quite sure but it pays only CPM which is tooo low
