when somebody gets banned, he is informed via email that his acount is banned.
but my friend is in different situation, whenever he tries to login, it says your account has been disable.

    Same thing.
Google ALWAYS uses the word "disabled".
Everybody else in the world uses the word "banned" instead. Why? It is more direct, and accurate.

Google NEVER says "banned". It's too harsh. "Disabled" sounds so much softer, and temporary (even though it is permanent).

My only advice is to send a professional email explaining his situation and asking what you can do to correct the problem. Ive found that admitting the mistakes you have made and accepting responsibility usually works well and gets responses.

There ARE two distinct actions by google. Disabled is not necessarily the same as Banned. Disabling ad serving means that you're in violation of TERMS or Policies, but Google is going to be nice and give you three days to fix it. Banned is where they find your account to be a risk to the program and you are out of Adsense for good.

    both are the same.
disable & ban means "can't use" so either way.. same thing.

There are TWO types of letters you get from them. One indicates a temporary problem which you can fix and then proceed to use Adsense again. The other is permanent and means you need to start looking at Adbrite, Bidvertiser, etc
