    There is not any kind of css submission in seo and i have never heard about it. He may be talking about cascade style sheet which comes under the web designing section.

    CSS submission is the submission of css codes in the directories that provide templates. If our css is unique and good then we will get traffic and of course if CSS directory appproves it then we will also be aving backlinks.

    CSS Submission is another off page optimization technique. CSS Submission sites are moderation sites and give approval after sometime.
    CSS Gallery sites are high authority sites and having good page rank.

    Some site got rank by it's design, to obtain ranking by this mode we want to do css submission to css submitting sites. Its similar to web link submission process.
