I am not sure what is considered a quality link. Is it PR2 3 or4? Is it a sitewide link in a related topic blog? Is it 200 or 2000 unique visitors a day?
A quality link is any link that is related to your site. If the other page ranks for terms closely related to your terms it will help you in the SERPs. All other things being equal the higher the PR the better. I would avoid site wide links. Google seems to be discounting them now days anyway.

dont get too much focused on PR. focus on the quality of the site you are getting link from and whether it is relevant to your niche or not.
Its best to look at the quality issue with backlinks from a human perspective, as that's ultimately how the search engines want to rate a backlink. If someone visits a site you have a backlink on, likes what they find on that site, and then clicks on your backlink and likes what they find on your site too, then that would be a quality backlink.
A link that is relevant and a decent PR, however do not discount low pr relevant links as one day they may increase pr.

I would see PR as just a rough guide. It's not updated that regularly and if you're aggresively SEOing your site, your site's value will naturally rise but toolbar PR will stay the same.
