    In terms of page value weight... it means the factor of all the backlinks (pointed towards it from outside) and also the content (internal linking). In other words... total votes of that page by others.

    Now on the side note... if you are talking about backlinks.. non follow tagged links have very much less weight then do follow, almost hardly any value, more towards the anchor text.

    Just incase you guys were wondering :p

    Thats just my say, no one besides google knows :p

    i think there r different types of weights like web site hits weight, web page weigh (can be seen in serp result) , advertise weights, total weight of uploaded folder of ur site(ftp).
