Cloacking means hiding your original URL with another URL which will redirect visitors to your original page. Normally a long URL is cloaked with short URL. There is no SEO benefit at all. You can hide your affiliate URL with cloaking because people aren't willing to visit affiliate links.
Usually cloaking refers to black hat SEO, Now, I'm sure we can think of some perfectly legit cases where cloaking is needed to serve different content for a good reason!

He's Right, For This Method We Check Search Engines IP's & Robots Or Crawlers Using Server Side Scripts Like PHP, ASP etc etc. That If Our Site Is Viewing By These IP's Or Robot's Then Show Content For Google Like Just Bunch Of Keywords & Optimized Everything, Otherwise Show Content For User Like Full Hip Hop. And It's Totally Black Hat, In Case If Search Engines Tracks Your "Cloacking" To Another IP, Then U'll Go Penalize :S Or Something BAD Response By Search Engine. So Now! Do U Wanna Use?

I'll tell you what i read about cloaking. In SEO there is Black Hat SEO and White Hat SEO, If you want to be banned by the search engines then do Black Hat SEO. Cloaking is doing Black Hat SEO, you do cloaking by telling for example google that you have a page but at the time someone clicks on that page, the page you told google to look for, redirects to a different page, normally a page with a lower pr than the first one. cloaking has a number of meanings. You can, for example, cloak your links (to stop people stealing your commissions). That would hardly be 'black hat'.
