According to Google cloaking is "a website that returns altered webpages to search engines crawling the site.

 

cloaking is one of the black hat techniques of SEO where google doesn't consider it now. According to this black hat technique, user is visiting one website and it is redirecting to some other website.

 

Showing one version of a page to SE spiders (keyword stuffed) and another version to visitors.

 

Providing different contents to the user and crawler is known as cloaking.

 

It is a black hat SEO technique. Programmer writes content for search engine purpose, but not for the user. The search engine sees content, but visitor sees different content. It's violation of Google webmaster guidelines.

To be very specific, cloaking is treating the googlebot differently than the user by targeting the user-agent or IP address of googlebot and returning a different page to it than what actually a user would see.
Example- When a googlebot scans a page the page shows about cartoons and when a user gets on that page the page is about porn, which is hugely bad experience and people complain about it.
