Ya you are absolutely right.. It doesn't mean a bad site but just that the site needs to be fine tuned or tweaked so that it is user friendly with engaging content and provides the relevant information.

Bounce rate is a very important metric for website owners. It basically tells you what percentage of your visitors are “bouncing” away after landing on your site (e.g., they just visit one page and leave before clicking on to a second page inside your site). A bounce can occur for several reasons, including:
The visitor hit the “Back” button on his browser.
    The visitor closed his browser.
The visitor clicked on one of your ads.
The visitor clicked on one of your external links.
The visitor used the search box on his browser.
The visitor typed a new URL on his browser.

Bounce rate (sometimes confused with exit rate) is an Internet marketing term used in web traffic analysis. It represents the percentage of visitors who enter the site and "bounce" (leave the site) rather than continue viewing other pages within the same site.

Bonce rate may be a statistics of your website provided by the end users activity. Normally when a visitors appears in a particular page of a website and leaves without navigating another page of the similar website may be considered as a bounce rate by Google analytics. To lessen bounce rate you should try to include some functionality which keeps the users engaged with your website.
