You can have a CMS that creates normal (and stable) URL's. It's called URL-rewrite. Do that and you get the benefits of a CMS and the benefits of hardcoded sites. Good blogs do this all the time.
Google prefers: domain.com/category/subacategory/link.html over domain.com/index.php?action=category&action2=sub&sid=654jkhk54hnbmnb34 so like was said before consider URL rewriting because creating website in html only will take you a loooot of time.
With regard to CMS vs Static , ive used both. When you go the road of a CMS ( like Joomla..) you can automate sitemap creation , turn on URL rewrites to nice URLS like explained above and automate things like tags,cloud pages and meta tags ( Title & Description..) Whereas with static pages , you have to spend more time on things manually... BUT! With this in mind , this only makes things a little easier.. I totally agree with everyone above.. Backlinks are major to getting great SERPS.. And remember , Unique content is key!
