I would recommend check out this web directory whether it accept other languages listings, or contact the owner directly before paying the submission fee. a part of web directories may accept your site for the regional category.
If you're getting 25% approval rate, you're fine. However, with any non-English language you will probably be at around 5% max.

fastreplies, I don't know about others numbers, they seem absolutely unrealistic to me. My number is based on my submissions for myself + clients websites. Rate varies in 20-60%, depending on the site a lot. I can't even imagine the 90% approval rate.
There is only one number to go... 100% Why 100%? Simple. If directory accepts foreign language sites, then Submission Guidelines, if you read them, will let you know if your site have 100% chance to get listed or 100% to fail. In theory you're absolutely correct. However most of directories do not accept non-english websites. So if we count the approval rate among those who accept, then yes, it would be higher. But my numbers were based on "average" lists people usually submit to. My number also includes the abandoned directories, which is a big chunk.
According to me,I think the owner of the directory will remove your link and he will never approve your link.So if you will submit it into Serbian directories then it is the better way.
Read the terms of service. If it says English only, the directory owner probably will not even visit your site. The submission queues for most directory software only show the date submitted, the category and the title. I know if I see a submission with a foreign language title, it's deleted immediately without bothering to check if the description is written in English.
As everyone has said - Read the Guidelines. Deepyalla.com does not accept non-english sites and the approval rate for other submissions is less than 5%. Tajboy.com does accept non-english sites in the Regional category only and I have to be able to work out exactly what the site it is all about. Approval rate for all submissions is 2%.
