What is an optimized theme?

    HI - fairly new to wordpress.
    I am trying to find out to find out what it means to optimize (for SEO) a THEME as opposed to optimizing for content (ie title, keywords, etc).
    How exactly does one optimize a theme itself? When reading about themes and people that install them, I keep running across this comment, but I am not clear on what it means exactly. for example, some people say they will do an opitimized installation for you - no content. Others are discussing how one specific theme is more optimized than another.
    Any explanation of this concept greatly appreciated!

    an optimize theme have all seo features like keywords in url, h1, anchor, alt, zero outbound links................etc

    Well - this is what I don't understand. Your answer is based, in part, on there being keywords. If it is just a THEME, with no content, there are no keywords to optimize around.
    I understand SEO when you have content - trying to understand how to optimize an empty theme - no content

    a theme that loads quickly !
    images and graphics would be of low size

    So, for sites where there are a lot of images - like an ecommerce site or some sort of 'catalog' type, the best we can do (since the images need to be there) is to keep them on the small side. Any guidelines for that? (Or again, someplace for me to learn this?)

    The site should have easy navigation that spider can understand mostly text based, the page load faster, lesser the images, structure should be proper, where H1,h2, URL naming, navigation, heading all thing can be easily access by Spider or SE's

    the theme should be as per W3c standard, and semantic coding style.
