A quality link is a link from a website that is relevant to the site it's linking to. A link from a flower blog to an ecommerce website selling car intake filters won't do much good.

The quality of the website it's coming from is important, usually you can use the PageRank (PR) to gauge this, but remember it's PAGE Rank, not SITE Rank, so it's page specific. A new page may not have any PR at all, but still be very powerful.

The other outbound links on that page. If there are 99 links to other sites on there then the power being passed to you is 1% of what it could be.

The age of the page linking to you. If the page has been online for years then it's better if it's brand new. If it's updated regularly then that's even better.

Think about your own website and what would make it a quality website to your users. Are you established, write unique content, write good content, get a lot of traffic (this doesn't effect SEO, but it is a good indicator), not littered with links. If the page linking to you follow these rules, then it's a quality backlink.

If the link comes from a high pagerank page that has a lot of traffic going to it then you know for sure that it's a high quality link.
That's simply why guest posting is one of the best ways to get high quality links.
