Page rank give priority for your site when index by SE (how frequency the bot come). If you search around some important keywords, you will notice that some low page rank websites at the top of high page rank website (it may change ranking from time to time). Anyway, the important thing is they all have page rank. Do you think back links can affect the ranking? This may correct if you are in Yahoo or MSN. Think about it anyway.

PR 1 is very good if you have a small site, little content and just a few back links. PR 5 is very bad if you have a huge site, quality content and a lot of back links. PR 8 and up is a remarkable achievement regardless of the web site!
