What is a good free way to charge for/deploy ads on my site?

    I want to have some kind of thing so visitors can click on something like "advertise with us" and it takes them to options of different banner or text ad options i have for them to purchase (i would be making the banner in some options, some they would choose their own)...

    I want them to be able to track clicks, have the software send them auto notifications that their bill is due to continue advertising with the site etc...

    what is the best option? thank you
