There's a lot of confusion about what constitutes as duplicate. If someone is selling say coaching spots for SEO. If he closes the thread and after a few days starts a new thread selling new spots at a different price, throws around a few bonuses and changes the syllabus of the coaching from the previous thread, will it be counted as duplicate?
Or If someone sells an E-book and then comes out with a Version2 with extra information, will it be a duplicate thread Even though he's selling a different product?

Yes, it sounds like it would be a duplicate. Unless there are significant changes to an offer (price alone is not enough), you cannot start another thread for the same thing. As for "version 2" issues, that depends on the extent of the changes. If they made minor changes so they could start a new offer, they're not allowed to start another thread about it, as there aren't significant changes. Mods review those issues on a case by case basis.
