A dedicated Ip is an IP number designated for you own domain use. And it helps in reference to security and indexing. Dedicated Ips are purchased in the same place where you sign for hosting so in the same place can set this up too.Dedicated IPs are rented and charged monthly or annually depending the choice of the buyer. You can use a dedicated IP if you are a reseller also if you have a cPanel share account.

Er, he asked what a dedicated server was, not a dedicated IP.

To answer the OP's question, a dedicated server is a computer that is located in a data center (typically owned by the data center owner) that is then leased out to customers for their use. The server, as the name implies is "dedicated" solely to the use of that client. This means you have complete and total control over every aspect of the machine, from root access to the software you choose to install.

As far as cPanel, most providers can install this for you as an option.

There are several providers here at DP that are very good. I'd suggest looking in the web hosting offers section here or over at WHT.
