Isn't really a best way, but things that work for me are, article marketing, social bookmarking and press releases. Just make sure when you decide on any of the above, that they are white hat and not black hat techniques.

I don't know if it's just me, but this same question has been asked a million times on this forum. Do a quick search and you will get lots of results.
I've found that the best backlinks come from a site that you do not own yourself and is not intentionally linking to your site to boost your SE rankings. A natural backlink, basically. If you can get an established website or blog to link to one of your sites in an article or post, that's pure gold. Anchor text is a plus.
write quality articles and submit them to article directories. Embed your link inside the body of the articles, not just in the signature. Article directories are also good for both traffic and SEO.
I rely on these link developing strategies for my domains (in this order.) #1 Article Marketing #2 Creating Quality Content (this can lead to actual real links from real websites without you asking for them... I love when this happens.) #3 Web 2.0 (putting up pages on squidoo, hubpages, and other such sites which link back to my websites) #4 Social Bookmarking #5 Blog Commenting #6 Forum Sigs #7 Press Releases (I haven't tried this technique as much as I probably should have.) A couple of things I don't do anymore are directory submissions and any sort of link exchanges. I also never buy paid links. I may be forgetting something... but I think that about covers it. Oh yeah.. there is one thing that I've heard some people having great success with that I've never really tried and that's really contacting other webmasters (of good websites related to your niche) and trying to network with them so that maybe you send them an article which includes a link to your site. If you've got really good content I could see how this could work. But yeah... I've never really tried it. It seems like a hassle to me... and pretty difficult in my niche.

Forum posting is a fast and effective link building method. Article submission and press releases are also great. But it take some time to build links from those methods.
One way link building including article submission, blog commenting (must be on dofollow blog), directory submission, SBM are the most effective way to get SERP ranking and PR.
Buy a blog post on a website that will link back to your website and will archive to post... Banknerd.ca has such a program available.
