25k impressions with 14 clicks on a forum seem rather low...i would try some new techniques,..different size, location blending etc

as for what it should be? i dont know. but that seems low.

I believe that a lot of forums are getting a ctr of less than 1%.

Also your ads in the header are white like the rest of the text on the page. How is that supposed to stand out to the visitor? You need to make them a brighter color.

Maybe I'm just OLD but the dark colors don't help in making the ads stand out. I'd lighten up the site and run a skyscraper ad down the side. I think part of the low CTR is that the page's topics do not lend themselves to relevant contextual ads. I don't see that 'bariatic surgery" Yahoo Ad appealing to your visitors. You might do better with a non-contextual PPC provider with brighter visual ads (across the top and down the side) that stand out.

do you know a company that provides non contextual ads. Maybe a company that displays those silly ads where they ask people to shoot the car or kill the fly or those silly ads??

That figure is not just rather low but extremely low even for a forum (14 clicks from 25,000 impressions). Better integration and placemment should help. Good luck!
