I think this may be a simple question and I may answer my own question but what is 3rd party ads? Im signing up for YPN and it asked me if I am currently displaying 3rd party ads. Is that adsense or what? Im going with yes it is.

A third party refers to something other than YPN in this case.

When two parties sign a contract, say between you and a pest controller. But say you rent equipments from some other pest controller, the other pest controller becomes the third party.

In short, he has no part in the contract, but still his equipments are used i.e he indirectly becomes a part of the deal.

In this case, the agreement is between you and YPN, YPN is supposed to display ads on your website. Now if you display any other ads on that website, say affiliate banners or adsense, they become third party ads.

P.S - If YPN specifically mentions that are you displaying third party "contexual" ads, then the term is limited to the likes of adsense.
