    Build backinks slowly. Links must look natural. And check all websites where you place your links. I your site is about cars and you have backlinks form movie related websites it will not be good.
    Also check all links on your site. Make nofollow.

    Building new back links will NOT fix a penalty. You have to correct whatever got you penalized to begin with...

    @OP

    -30, -50-, -60, -90, -350, -950 are terms used to describe penalties from Google that vary in degree. They get their name because of how far the particular penalty your site is suffering from pushes them back into the SERPs.

    For example, perhaps you were ranking #1 or some other position on page 1 and then suddenly you drop to some position in the 90s (page 10 of the SERPs). If this is the result of what people call a -90 penalty then you can build a million links from all the relevant sites you want with your targeted keyword phrase as the link text and you'll never rank better than approx position 90 until you fix that which triggered the penalty in the first place and request reconsideration from Google.

    Of course, Google is not going to tell you whether or not you're penalized... and if you are penalized they are not going to tell you why... The want to keep you guessing so that you'll fix EVERYTHING that could possibly be violating their webmaster guidelines. Once you've fixed whatever triggered the penalty, requested reconsideration from Google, and they have manually reviewed your site and determined the trigger for the penalty has been corrected, they will lift the penalty and poof... you'll be back where you were (assuming other sites haven't outranked you in the meantime).

    I agree with social-media about that. It's considered one of the deadliest things that may happen to your site on which the biggest karma that you will get is not seeing your site on all search result. Of course it will all depend on your campaign. If you're behave and perform a white hat campaign, you will be love by Google. Just always consider white hat campaign to your priority list to avoid the penalization.

    Is this true or are you guys guessing. If this is the case, then I can spread garbage links for my competitor.

    No. You have to figure out what your site has done that violated Google's Webmaster Guidelines, correct the problem, THEN submit a reconsideration request. Google will manually review the site... And IF the problem that triggered the penalty has been corrected, they will lift the penalty, and life will be good again. If you did NOT fix the problem that triggered the penalty then the penalty will remain in place.
