My friend bought a website on which ads were placed...He removed those ads ...previously he has not adsense account...so he created one and send request for ads for the same website...but this time site was not approved by google....just wondering what could be the possible reason for that???

The answer is very straight forwards but you won't like the answer at all, but it is an honest one and explains the reason behind your problem. The thing is that once anyone has got one website approved for adsense then they can use the code on any website without any further reference to Google. However the rule is that any website you place it on should meet the same criteria as the first one did e.g comply with the TOS and the website quality guidelines.
Your problem is that google rarely check the sites that people choose to put the code on beyond the one that they first applied with, comply with the TOS and website quality guidelines. In your case clearly the site your friend bought did not comply with those guidelines. You can't blame google or appeal on the grounds it had adsense on it previously, as it's obvious that whilst the previous person was running adsense on this site before, it didn't meet the strict criteria that Google set. Your friend should have read the TOS he signed up to and checked the site met their website quality guidelines before he re-applied, which clearly he did not. Again this will not meet with much sympathy at all from Google - the onus was on your friend to make sure the site complied when he applied for an account.
Basically a site running adsense, and being approved for adsense are two totally different things and often a World apart. The fact that it was running adsense is NOT the same as it being approved to run adsense. And there lies the danger in buying adsense sites that claim to be making big $$$$'s per day.
Probably not what you wanted to hear but it is an honest explanation. You won't get anywhere complaining to Google it ran adsense before.

Your points are valid but the point is the seller applied for adsense with that particular website. My friend was thinking of making some money through adsense. Is it possible to place adsense back on that site against same account as he purchased that site from his relative?

You never mentioned that the seller had applied for adsense with that particular website, had you have done so you would have saved me not wasting an awful lot of my time commenting!!!! Not mentioning this was pretty fundamental. Your friends problem is that the site has probably now been flagged up on adsense as rejected. The only to tell for sure would be to get the old code put back up on the site and see it appears.
The problem you have is that each site will be reviewed manually by a reviewer and one reviewer may think differently than the first one did, or the rules may have changed since he applied, or the content of the site changed.
You never mention the url so sorry can't comment more

The website with adsense ads doesnt mean the site surely approved because the adsense publisher can put the ads on another website once he was approved as adsense publisher
