SEO is always going to very per-page... nevermind per site. There are simply too many factors involved to give a definitive answer to this question. Don't forget alot of it comes down to sheer luck of the draw.
the content is the most important, i have an unoptimized website, but in other language, not english, with original content, which i have never optimized, but i have a lot of visitors from search engines, searching on phrases from my articles.
It would be the page with the best ratio of keywords, plus the most amount of anchor text using the keywords, and the best all round on-page optimisation in general. So it would always depend on the keywords. You could never create a level playing field just by giving every site the same PR, because there are so many factors involved.
So if all things were equal it would have to list them in some order. Do you think it would be alphabetical based on title?
