I have one question relating to paypal ? What happens if a buyer opens a dispute to an unverified paypal account with zero balance in it, and the buyer wants refund but the seller has already transferred that money to some other paypal account. Will he get refund, will paypal give him refund as there is no funds in that paypal account and no credit cards attached ??? If paypal gives refund, isn't this the case of "paypal-loss" ? What happens in this case ? Please reply !
Well, if its a new case then PayPal will take back money from that account into which you have transferred money from the unverified PayPal. And if the case is old PayPal won't refund it to buyer, - Mr.President -

yes if its a new case paypal refunds you and makes the account of the person you claimed to negative... this is according to my knowledge.. hope this might help you... regards ~ HEmp
It would really depend on the nature of the transaction (i.e if it was an ebay transaction). If it is an ebay transaction then the following may apply. If PayPal rules in the buyer's favor then they will credit the buyer's account, and take the money away from the seller/merchant. If the seller has no funds PayPal might try to take the funds from a credit card or a bank account the seller has on file with paypal. If that's unsuccessful the seller's paypal balance will become negative meaning the seller owes money to PayPal. PayPal might write this debt off, or they might engage the services of a debt collector, or take the matter further through the courts. But as long as the seller's account balance is negative and the dispute unresolved PayPal places a limit on the account. If the purchase wasn't an ebay transaction then the chances of a buyer getting a refund are a lot slimmer as different conditions apply.
