What happens if I hire a programmer to write a web application for me that can make me money; does he or she own the rights to the application ?

    Does anyone know ?

Make them sign some waiver of any future claims.
You paid for it so it is yours.
So in the contract just have it say all work they do while employed by you is yours.

He does not own the right, but make him sign NDA before you hire any freelance programmer.

It depends on the contract/agreement you both signed.
NDA won't help because it does not apply to property rights.

NDAs simply force him to not claim that he ghost-wrote it or disclose potentially damaging information about it.

Just have him/her sign his name to:
    1. Release of copyright of all source code and other work from the project to your name.
    2. Release of all source-code in an unencrypted and unencoded state.
