    What Happens if :

    I open a Paypal
Take 400$ from some over Credit Card
Transfer the Amount to One of the Verified Paypal Account
Closes the Account within 12 hours of opening it.

If this is a fraudulent transaction and they detect it, they will close your verified paypal account aswell. They trace everything

Paypal is smart as well so if you are trying to cheat them they'll limited your verified paypal account as well.

It depends on if you are trying to avoid paying a charge back against your account. If there is any dispute, or any potential dispute, PayPal will hold the account in stasis until all windows ( namely 60-90 days to file complaints) have passed and will seek to draw money from your bank if you lose said dispute(s).
