    Nothing. You need to leave a negative itrader but risk getting one in return.

    OK, what actions can be taken against the user?

    If I leave a negative I-trader I think I will be getting also negative feedback,

    I contact user and explain about the payment but no reply...

    How to report it If its not a forum post?

    There isn't (yet) a simple mechanism to report bids, but it's coming. Until then, if it's been more than a week since they won, post it here.
