SMF is the best. There are tons of modifications you can install, and the support team is one of the best I have ever seen anywhere. Hands down. Creating a custom theme is relativly easy, and you could definatly find someone on the SMF site that could do it for you. And all of the admin features aside, I think it has a better interface. It is more user friendly, and easier to understand for someone who hasn't used forums before.
