the logo has to reflect the design and vice versa, so surely it's a moot point? It's a creative excercise, so do whatever you feel most imspired to do first.
First decide on the layout and structure of your site. Then decide on the colours. Depending on what you give more preference, logo or design, do the former or latter first.
It all really depends on the artist. For me, I do the base design first and then start working on the logo and kinda build it around the design and tweak it until I like it.
+1 for logo design first. The worst thing for a designer is having a logo designed by another designer and then trying to design around that. A lot of thought goes into a logo that is lost when it changes hands.
