It's a page or website that exists purely for the purposes of linking to other sites (e.g., link directories or pages sites that have lots of low quality links).
Link farm is refer to out bound link (OBL), if a site only have few page but contain lot of OBL, it is consider link farm. DMOZ directories do have lot of low quality OBL, but DMOZ do have lot of sub pages, so it is not consider link farm.

I think Link farms shouldn't be confused with regular links pages on websites. There is a big difference between the two. Many webmasters create a links page for their site so they'll have a convenient place to put links to other sites with related information. Traditional link exchanges can go there as well.

Link farm, is a farm of hundreds and thousands of websites made for selling backlinks only. There is no other purpose of those pages than selling backlinks. These pages are developed in a way that, administrator of the farm can dynamically insert backlink to multiple or all pages with just few clicks. This way they can sell like "1000 backlinks for just 10$". Do you think, they will manually submit your link to 1000 page for just 10$?
I dont think they will manually submit 1000 page for just 10$. Secondly submit 1000 page does not mean gain the link back from 1000 page.
A link farm is a group of web sites that all link to each other. Usually these are operated via automated programs and participants don’t pick & choose which sites to link too (so not quite like a link exchange directory). It’s really a way to try & game the search engines. But really the links aren’t as relevant as natural links. Plus, since these are reciprocal links, they don’t carry as much weight w/the search engines as one way links would.
