What exactly does it mean to be on a blacklist?

A website a business partner is building is currently blacklisted per WHOIS

    Blacklist Status: Currently Listed

This website is currently under development, but has had a one page info html file up for about a year now.

What would cause this site to be on a blacklist?
How can we remove the blacklist stamp when we finally go live?

Perhaps the server has been hacked and used to send out spam?
