There are many places to buy lists of emails, but a lot of people have said it's difficult to trust the list you'll receive. How can you really know for sure? When you would like to promote for any kind of niche, it will really be more effective marketing to your own subscribers -- emails for a similar/same niche (these subscribers have subscribed already because your shit is awesome). Your lists will stay more organized this way and you will always be generating higher conversions because of better quality. People who want to do ad swaps will want to do them with you. As for finding someone to swap with, a place to start might be finding a niche-particular website and contacting the administrator?
Just be careful when buying email lists, only buy from a reputable seller - there are ways to find these, but I don't think it's pertinent to post URLs to other sites here. Do some research on the seller first.
As for those that don't have a list, I can advice you to do SOLO Ads. This is where you pay someone that already has a least to post your ad. This works best is you get a responsive list and create your own list by adding a squeeze page in your email ad.
social media is effective to gain organic real traffic and targeted views rather than swap which the viewers are not really interested in your site because they are irrelevant too, they just want swaps.
Ad swap is beneficial as it provides link juice to your sites, but we should remember that other side should be of same subject as ours.

I like this subject, too many people who are just starting in Internet marketing concentrate solely on SEO, most end up getting frustrated with not being able to rank or get bogged down by the workload. They end up spending money on a crappy SEO service that delivers nothing, or delivers a little and then gets slapped by an update.
