What does 'Pagerank vailed' mean?

    Page Rank Valid?

    Means the Google "green bars" on said site are not fake and are accurate

    Sometimes a shady webmaster will re-direct the PR in an attempt to get
    higher recognition or higher $$ in link sales.

    Can't it also mean that they redirected it because they moved the site to another domain? You pagerank also wouldn't be valid if you aren't cached in google or something like that.
