What does it mean when Paypal denies payment to your email?

Recently I bought a javascript program that installs an app on my site. That program also offers an affiliate program via a redirect page that embeds your cookie.

The instructions to become an affiliate was simple, just place my Paypal email into the coding of the app and also the config file.

So I did that, and then tested my affiliate link.

The sales page did come up as usual and I do see my affiliate ID on the buy page footer (similar to Clickbank), but when I click the Buy Now button, I get the message from Paypal saying there is a problem with my email and to contact Paypal.

Now I am a premium account holder and have received many payments into Paypal, so why are they disallowing me from getting paid this way?

I don't understand, and could not join up as an affiliate of that product. My email address is also confirmed in Paypal.

Any idea why the problem exists?
