Ive heard mixed reviews on weither to have one or not. Obviously link exchange is good, but i also hear that you should have more links coming in than going out? Ive used some seo analysis tools and some say you should only have a few outbound. whats true. Will having a whole page with outbound links make me look good to google, or make me look like a fool?

First of all the more backlinks coming from other sites to your site is very good for your traffic as well as the pagerank of your site/blog. Untill now, it has not mentioned anywhere that outgoing links harm your site/blog. However I personally feel that its better to have less out-going links from your site. If you have any link which is different from your niche, Google might have a wrong impression that it might be a paid link (where it would be just a link exchange on your part).
You should have a links page and exchange links with sites that have the same subject as yours. But there shouldn't be more than 100 outgoing links on any page of your site. Also, you can add rel="nofollow" to all outgoing links so those links won't pass SEO juice. But if sites you exchange links with will notice this they'll remove your link.
dear member, you should take care about out bound links and if you have more Out Bound Links then create Resource page like (Links 1, Links 2 and so on..). Good(link exchange Page) One webpage = min 40 OBL
It wont hurt your site if you have for example: 10-20 links that are not in your niche, but if you have 100 links that are going to different niche sites, big G will take you down.
I thik instead of putting direct links you put links in content on your link page so it will not harm you much
