I was wondering if google has stated something about automated submission, whether it is allowed or not?
imho, there's never a YES / NO answer. It all depends ... it's always a fine line. When i start a new website, i MIGHT use automated submission just to get it indexed or gain some web presence, but i won't spam excessively to gain link popularity.

1. Google won't know if it's automated or manual. 2. Whether it's manual or automated, it can still be spam. 3. Whether it's manual or automated, the velocity can still be wrong. 4. Any backlink placed in order to manipulate SERPs or PageRank is against Google's guidelines. It's not whether it's manual or automated, but all about your strategy. Taking point #4 into consideration, it needs to appear organic.
Excessive submission whether done manually or via automated bots, is always penalized by Google if noticed.
Yes, it all depends on the google robots i believed. If they can sense it's not natural, they will impose some penalty i guess.
