    Well if i were to choose, i would go with experience. Because there are lot of things that change frequently in SEO industry and what you've learned in past is not always the same.

    I think both have same value. Its like "Contents" or "backlinks". We should have strong theoretical knowledge in the field. Then we should test what methods works well. Like any other industry both experience and qualifications are equally important.

    I think the Experience counts the most in SEO industry.
    I am sorry I have some doubt over LinkGenie answer
    I have seen many blogs with useless content or 0 content sometimes copied content but site ranks in the keywords. ... I personally know such persons.

    I think Thats only due to experience only.
