I believe every state should have the Good Samaritian Doctrine. Which imposes a legal duty to render or summon help for someone in danger. I think this will teach people to be more careing and concerned about others. To me its just the right thing to do. Of course people should use wisdom. If you can't overtake a person or your scared. Then you can just call for help. Instead of just walking by and doing nothing. What do you think?
It is the right thing to do, you're right - but you couldn't compel people to do so. Some people have geniune concerns about getting involved in other people's problems. They fear that their intervention will not be appreciated, leading to the risk of litigation or worse still physical harm.
And then you do something wrong giving first aid for example or making the attacker more angry etc and get sued by the victim.
