This is a hard one to appraise because it's not only long but it also have letters + numbers in it... it's also not proper english grammar even though it uses english words, which hurts it as well. Rather than "Time 4 (for) chill out" it may have retained more value if it was "Time TO chill out" or even "Time 2 (to) chill out" if you insisted on using a number again. To be honest, I would say this domain is Reg fee (the cost of registration for the extension), Unless you find an ideal buyer that doesn't care much for grammar, then you might be able to get low to mid xx from it.
