i found web hosting that provide Money Back Guarantee, but at their tos state

    question:
    1. why they only cover 1 month only?
    2. why >1 month doesn't get cover?

You should ask their staff...not us. Nobody here knows for sure how they run their company, or why they run it the way they do.

Personally speaking, I have no idea why it would exclude reseller plans or plans paid for longer than 1 month. Absolutely understand the VPS, servers, domains, and SSL certificates.

But this would be something you need to ask them.

PayPal will not usually touch intangible goods. You will lose almost every time.

Paypal nearly always side with buyer so you should get your refund.

Always best to try and settle it with the hosting company first.

As I said, PayPal will almost never side with the buyer when the transaction deals with intangible goods.

Doesn't hurt to file the complaint and try anyway, but I think he is out of luck.

Most of the hosting provides provide refund for shared hosting only and all other products are non refundable because of high costs.

That sounds like a pretty standard shared hosting terms of service. Generally, there are other more strict TOS like after
    15 days you can't get a refund.

Really? Don't you mean you didn't read their Terms & Conditions, paid for more than one month, now you want to leave and they won't refund the money as per their Terms. Doesn't sound like a scam to me, more like a mistake you made in signing a contract that you didn't read or fully understand.

If they are in the UK then such a term would be unfair under the CPUTR 2008 (Consumer Protection from Unfair Trading Regulations) if you purchased as a consumer. However, if you bought as a commercial company, or had money-making (commercial) web sites, then it would be a commercial transaction and such a term would be valid.

Because they think that 1 month is sufficient for you to fully experience the hosting.

In case you not satisfied, you can request for refund.

BTW, why you not continue using this host?

Yet another one who learnt the hard lesson of hosting read up on the host before purchasing ask questions before purchasing look hard for their TOS if they dont have one displayed at all this is usually not a good sign but ask them for it anyways it may just be a mistake or something once you get it read it pass it around and read it some more all before purchasing you can save a ton of headaches and money by following those steps
