Its good if the link is cheap and not on pages of other links. It's probably better buying someone to build links on blogs or buying a really avid forum posters signature.
Buying links is of no value now, as per Google. The only way to increase back links is to go for free links. Do more directory submissions, forums and blog commenting. You can go for link exchange though, but that too only third party link exchange.
i find blog commenting effective as long as one finds dofollow high PR urls. Make manual and relevant comments that add value to the page. I am sure the webmaster will allow your comment to stay. I think link buying is a bad idea, in fact link building in general is. Nobody really has a clue about what Google look for. Ever thought that maybe you've got too many links with the same anchor text? Or perhaps you've got some weird keyword link sitewide, like "Insurance" - like anyone would do a sitewide to a company with "Insurance". Or maybe you've got a link on a page but it doesn't mention your brand name - how often does that happen naturally? Here is what I recommend: 1. SEO On-page 2. Marketing plan Forget link building.
My friend, link from a high PR site does not show up in backlink in Google. Infact, Google does not count links from sites with a PR of 5 or above. So, no question of high PR site links. Preferable is free links, and considering current trend, use. social media techniques.
Where did you get this info that google doesn't count backlinks from PR5 or above??? Seems to me that it would totally contradict google's policy to make the internet search more relevant? The higher the trust of the site linking to you (and the relevancy of course), the better for your ranking. But google is tricky and no one really knows the exact criteria, could you give us more info? Linking to some sources?
I am also thinking about buying some links, but I am afraid of getting scammed. Just checking a couple of guys in this post that offer backlinks in their signature. Checking the site that they sell from it's PR0 with no back links to them? Any place safe to buy them from?

Exchange links for free is very useful but link buying from high traffic efficient way to get quality backlinks.
If do make sure they are nofollow. Life is always about taking chances but I would never run the risk again. I got slapped hard about 3-4 yrs ago along with about 10 other peoples site who were buying links from an entertainment site. The site I had at the time was making me $800-$1200 every month. Almost over night my traffic dropped from 3000 unique visitors a day to about 100. The site never really recovered. The site that was selling the links also dropped like a stone.
Make sure they are permanent if you decide to go that route...because it will look fishy if you build a bunch of high pr links only to have them disappear at a later date
